Headcount index (World Bank, 2005)
Aim of the method/technique It is used to measure the ratio of population that cannot afford minimum standard of life.
Scale – spatial and temporal National. Estimations are possible at regional and local level.
Brief description It is the share of the population whose income or consumption is below the poverty line, that is, the share of the population that cannot afford to buy a basic basket of goods.
The headcount index is defined as:

 
Where:
n: population size
q: the proportion of the population for whom consumption or income  is less than the poverty line.
Data requirements Data on population size, poverty line, income/level of consumption for a given population living in the context under study
